I tried to save my font as .otf and get a OpenType feature error message: "Kerning:Feature block has too many entries (255 max)". I don't use standard kerning table. I use only OpenType feature kerning. But how i can include all my kerning pair in KERN feature, if we have a limit 255 max entries?

You just need to make sure that all of your kerning pairs are loaded into the kerning window, then in OpenType features select the feax file supplied with the software called kerning, which contains:
# Include Kerning pairs as OpenType kerning languagesystem DFLT dflt; languagesystem latn dflt; feature kern { include (features.kerning) } kern; # include (features.kerning) will include the KERN table as a pair position lookup.
This will output all the loaded pairs as OpenType feature kerning.
Do not try and export the pairs by selecting a feax file that contains the actual list of pairs.

Ok. Add only OpenType feature kerning is impossible. This is bad news.

No this is not true.
The kerning tick box in font/font options determines whether standard kerning is output. The kerning tick box in font/OpenType features determines whether OpenType kerning is output.
So you can have none, one, the other, or both.
Both (or either) are output from the kerning pairs currently loaded into the kerning window.
