I am having a hard time saving the font I spent a lot of time editing and fixing the kerning. I have gone to "save as" and selected the ttf option. It saves the font file but none of the changes I've made to the font seem to have been saved. Is there a step I am missing here? I did uninstall the original font on my computer and I did change the family name.
I am not seeing any error messages or anything, just the new ttf file doesn't appear to have saved the changes I made.

Re-open your saved font file in Type 3.2, and check that the changes have indeed been saved to that file. If so, then the problem is an installation problem.
The best way to uninstall/install fonts in Windows is to open the fonts folder from control panel and delete a font to uninstall. Drag a font in to the folder to install. I do not recommend double clicking on a font and using the 'install' button, as it is often not reliable, especially if you are replacing an already installed font.
Also, if it is kerning that you have altered, make sure that kerning is enabled in the application that you are using to check your font. If it is MS Word, for example, kerning is not enabled by default.
