I need to edit code page 437 and add characters 18,19 etc . But nothing below character 32 (space) is shown.
How do I accomplish this?

You can map to characters below character 32 by selecting 0000 Basic Latin in Unicode Scripts.

OK, I was able to map 1 glyph to character 18. When I try to map a glyph to character 19 (and others), even if I have only one selected, all the new characters change to the new glyph.

Sounds like you are mapping the same glyph to all of the unicode characters. Are you maybe using 'clear glyph' instead of 'new glyph' before creating each glyph?
Try double clicking on the character you want to map to instead (this performs a 'new glyph' and then 'map' in one operation).
