I use TL mainly to create missing accented characters for my language.
As you think of it, the process consists of a constant set of merging accent glyphs with character glyphs. Why don't we have it automated, so it prepares the characters for final touch up?
I would imagine the wizard to take a combination of glyphs and have the product mapped under a pre-defined glyph code.
For example - a wizard named "German" would include: combo 1: take capital A, add dieresis and map it to Adieresis combo 2: take e, add dieresis and map it to edieresis etc. (the remaining German characters)
Following the wizard, I'd have to only step through the produced glyphs and touch them up.
Obviously, the wizard-produced characters should be collected into a convenient working set, so that I could easily filter and focus on those glyphs only.

Type 3.2 full version has exactly this function (it is not included in the light version). Access it by using composite wizard from the font menu. Latin and Greek extended are included, but there is an option for user-defined setups. You might want to try out the demo version.
